The break dancer is an NPC, featured in The Sims 2: Apartment Life. They will spawn when the Break Dance mat is placed on a community lot. Sims can watch or learn dances for §75. Break dancers always have the same outfits, even though they're different Sims with different facial structures. They are always adults.

Their outfits can be found in CAS by turning on debugging mode.

Dance-Off Break Dancer Mat

This object is only available in Community lots, under buy mode. When in live mode, it spawns a Break dancer NPC.

Although the description calls it a foam mat, it looks like a flattened cardboard box with a boom box sitting on it. The mat has the same chef/Hobart logo that can be seen on the Hob-O-Chan 3000 grill and some vending machines.
