The Elven heirs to the island kingdom of Effenmont from The Sims Medieval.[1]
An elf is a life state that appears in The Sims Medieval and The Sims 3: Dragon Valley. These Sims are not considered an occult in either game and are coded as "human." However, their appearances differ from that of the typical human Sim. In both The Sims Medieval and The Sims 3: Dragon Valley, Elves have fair skin, fair hair, and pointed ears. In Dragon Valley, some Elven Sims even have colorful hair and skin, with shades of green, blue, and purple. As Elves have similar countenances to human Sims, besides their pointed ears and fair hair, it is safe to assume that Elves can also have darker skin tones as well.
The concept of Elves in the Sims series seems to be heavily influenced by "typical" elves of the fantasy genre, whose conception can be largely attributed to J.R.R. Tolkien and his The Lord of the Rings universe.
As in many other fantasy media, an additional distinction is that elves usually do not have wings, while fairies have wings.
The Sims 2
The Summerdream family and Jennicor Tricou[TS2:N] are known to have pointy ears and often also fairytale-like aspects like tattoos and eyeshadows. However, the Summerdream family is clearly based on the fairy characters from Shakespeare’s A Midsummer Night’s Dream, meaning they are likely supposed to be fairies, rather than elves.
The Sims Medieval
"The Elves have been pushed to the brink of extinction by the War of the Weeping Willow and most have retreated to the island of Effenmont. They are a solitary people who care more for the health of their surroundings than for money and prosperity."[2]
The Elves of the Sims Medieval come from the island kingdom of Effenmont, which is said to be the only remaining Elven population in the world. They are ruled by an Elf Lord or Elf Lady. The Monarch can choose to marry either Prince Elias or Princess Elianne to secure an alliance with Effenmont as part of a quest requirement. Additionally, hero characters in The Sims Medieval may also experience a random event referencing "tall navy-blue elves":
"<Sim> was wondering through the forest when she heard some chanting and drumming in the distance. Making her way stealthily through the brush, she spied a throng of tall navy-blue elves around a glowing white tree."[3]
This could possibly be referencing the Elves of Dragon Valley, as some of them have blue skin tones.
The Sims 3: Dragon Valley
Two Elven Sims from The Sims 3: Dragon Valley
"Welcome to Dragon Valley, a land of myth and fantasy. It's been years since any adult dragons have terrorized this peaceful town but it's not yet time to rest. The elven Sims of Dragon Valley are working to ensure that their military is up to par, their citizens are prepared for disaster, and that the scientific techniques they've used to keep the dragonlings small stay intact. The skies may be clear for now, but beneath the surface a conflict is brewing between the Mithrilen and O'Connell families for control of the town. It's tradition vs. progress: on which side will you stand?"[4]
Elves make up a majority of the housed population there,[note 1] though non-elf humans also reside there. The town's bio indicate that the O'Connells are humans who rule by minority rule, while parts of the elven majority have grown angry and want to forcibly reinstate the Mithrilens as rulers.
The Sims 4
Dragon Valley can be mentioned in some pen pal interactions in The Sims 4[4] [See trivia section of source]. It is also mentioned in the description of the build/buy mode object "Door to Nowhere" from the The Sims 4: Realm of Magic game pack[4] [See trivia section of source].
MySims Kingdom
Leaf.
In The Forest of the Elves, one of the islands in MySims Kingdom, the player Sim meets two elves: Leaf and Petal. They have grey-purple hair and purple eyes, and Leaf has pointy ears (Petal's ears are covered by her hair). They constitute 2 of the island's 3 full-time residents.

Trivia
- As The Sims 3: Dragon Valley takes place after The Sims Medieval, likely by a few hundred years, it can be assumed that the Elves of Effenmont and/or the navy-blue elves mentioned from the forest event survived into present day.
