"Watch as your Sims count down the calendar days until Winterfest, where presents are gifted, decorations are hung, and Father Winter pays a visit."[1]
Unlike previous games, Santa Claus is given (much like Winterfest) the more ambiguous name Father Winter, has a redesigned outfit (he wears a ushanka instead of a Christmas hat, and sports a long robe instead of a thick coat and pants), and now sports a blue color scheme as opposed to red. By default, he is first generated when Winterfest arrives, or any custom holiday that has the Father Winter tradition, and starts with §500,000 in his household funds. If Father Winter is added to a household or dies, another one will be generated to take his place.[2] The new Father Winter will have §20,000 in household funds instead.
During a holiday with the Father Winter tradition, he appears at a fireplace or simply comes through the front door if no fireplace is present. He will add presents to gift piles and decorated trees. Sims can ask him for presents, and Sims that have been "good" will receive a pleasant gift. Sims who have been "naughty" will receive gag gifts such as coal, a Future Cube, or pet poop[TS4:C&D]. Sims can also fight him for presents. The description for the fighting interaction reads:
"You could try to get gifts by asking... OR you could just beat up Father Winter and take them! But beware! He might not like you after this, and do you really want to be on Father Winter's bad side?"
Father Winter possesses the hidden trait trait_HolidayTradition_FatherWinter that renders him immune to death in any form.
If a Sim has a child with Father Winter, the child will get the "Father Winter's Baby" trait. Its description hints at magical abilities the baby might have. He might be an allusion to "Ded Moroz", a Slavic fictional character that originates in Russia. His name translates to "Old Man Frost", "Grandfather Frost," or, in other languages, simply "Father Frost". When added to the relationship page, his name is usually Clement Frost. He may sometimes generate with a randomized name.

With The Sims 2: Holiday Party Pack or Happy Holiday Stuff, Santa Claus (the game spells it as Santa Klaus) will appear if there is a Christmas tree on the lot and Santa cookies were baked. Children can meet him, and he will leave one present. If there are cookies left for him to eat, he will leave a good present; otherwise, he will leave coal. A downside is that he will use the toilet constantly. The first time a Sim interacts with Santa Claus, they will instantly become best friends, even though he will not appear in the relationships panel and cannot be called using the phone. Oddly, in his in-game image, he looks a lot like Father Time and the Therapist, whereas in-game, he has a completely different face. Despite having gray hair, he has the appearance of an adult, and has an adult male voice, provided by voice actor Stephen Kearin.
Making him selectable, adding him to a family, or doing anything with him outside of his designated purposes will cause game corruption, as his character file is located in the H05.bundle.package file, and is the same for all neighborhoods. A much safer way to play as Santa is to create him in CAS, as his hair, beard, and outfit are available there, as well as his makeup. However, he has a very different facial structure than any of the default faces, which requires lots of skill and precision to recreate.
A replica of Santa can be downloaded here. This will save players the trouble of replicating Santa's facial structure. When viewing Santa's character data in SimPE, his personality and interests will appear blank. It is strongly not recommended to add him to a playable household using cheats, as it can cause game corruption.

In The Sims: Livin' Large, if a Sim prepares a plate of cookies near a Christmas tree and a fireplace, and if all of the Sims in the household are asleep by midnight (not including pets), Santa will appear at around 3:00 AM. When Santa comes, the buy mode and build mode options are not available (much like when a fire or burglary occurs). He will only appear when all the Sims in the household are asleep. Like the burglar, he does not have any social interactions, and Sims will not be able to interact with him.
Upon his visitation, he will find any cookies (either on the ground or on a table) and eat them. After he finishes a good snack, he will leave both objects (ranging from chess sets, television, or fun-boosting objects) and "presents" for each household. Upon opening these presents, Sims will react with joy (though no item is obtained). However, if the cookies are either empty (or spoiled), he becomes upset and will only leave a trash bin and "bad presents". Sims will also react negatively upon opening said presents and destroy them out of anger.

Trivia
- The name "Clement" is most likely a reference to poet Clement Clark Moore, who wrote "A Visit From Saint Nicholas", also known as "Twas The Night Before Christmas", which first named Santa Claus's reindeer.
- Clement shares his surname with Max Frost, Evion Frost, and Ellen Frost though any relation between them is unknown
